It has not been possible for the Planning Officer to prepare the Sustainable Construction Guidance and devote sufficient time to input to the review and preparation of the local plan. It is felt that current priority should be to ensure we direct our time to a statutory duty of reviewing the plan, which will also help address development pressures and opportunities, including RAF and economic strategy, Elgin project associated matters.

The intention is to advise both the Greener Strategic Group and the Planning & Regulatory Services Committee that the Sustainable Construction Techniques action be deferred and be included if possible in the next draft local plan.

Quarter 3 update -

1a. Home Care staff training and briefings completed November 2011 -

Delay experienced in training homecare staff in the Forres area. Consultation on the Re-ablement Policy currently being completed. Policy to be submitted to Policy & Resources (21st February) and Health & Social Services (22 February).

Revised implementation timescale, following the completion of re-ablement training, 1st April 2012.

1b. Initial implementation and monitoring completed and 1c. Review and problem solving -

Discussion with head of Community Care highlighted the need for a Reablement Policy which sets out in greater clarity process and professional roles. This was completed at end of October 2011 consulted upon January 2012 and is to be presented to Committee February.

1d. Full Implementation: service users in receipt of a Moray wide re-abling homecare service are supported to live independent lives.

Reablement is taking place in small numbers in all area teams and in larger numbers via the home from hospital service. More work is required to embed the process in the area teams and the Policy noted above will serve to achieve this.

Moray Local Tobacco Alliance Action Plan - inclusion of national Tobacco Control High Impact Changes

High impact changes are evidence based that will result in the maximum impact on smoking in our local communities.

 

In the Grampian context, the high impact changes may provide a basis for a Tobacco Control Strategy, which can act as an organising framework for tobacco control.

 

The work of the Moray Alliance already effectively addresses several of the high impact changes i.e. Work in Partnership, Helping Young People to be Tobacco Free.

Initiate Community Planning Partnership Healthy Weight Strategy Group

Setting up of a healthy weight strategy & action planning group initiated. First meeting of the group held on the 14th November and the next meeting scheduled for the 9th January 2012. This group will then take forward the development and implementation of a healthy weight action plan in line with national guidance and evidence. Establish Choose Life - Suicide Prevention Action Plan 2011-13

Choose Life steering group reconvened. Meeting took place 19th December 2011 with a further meeting scheduled for 14th February 2012.

In this respect the conditions have now been established to allow an action plan to now be taken forward.

The steering group agreed to review existing choose life action plan 2009-12 with a view of developing a revised action plan 2011-13. The national choose life programme runs to 2013.

 

The revised action plan will be informed by the Scottish Government's national suicide prevention working group report ‘refreshing the national strategy and action plan to prevent suicide in Scotland’ (2010) and ‘responding to self-harm in Scotland report' (2011).

The agreement to establish a revised plan will result in a strengthened suicide prevention response locally.

The exercise was cancelled due to staffing restructuring issues in some responder organisations, the request from Scottish Government for an SCG deputation to participate in Exercise Polar Storm, the ongoing development of an updated Generic Emergency Response and Recovery Framework, and the fact that both The Moray Council and Aberdeen City are re-locating key services to new premises over the coming months.

 

There was a meeting of the SCG Training and Exercising Group in January where the topic of a 2012/13 exercise was discussed. Group members are expected to inform the next meeting (April) as to whether or not their organisation can make a commitment to participate in an exercise, to identify exercise objectives and also to consider whether the SCG exercise could be joined up with any other major site exercises planned for the year.

Proactive Hotstrike - Young Driver events providing advice in areas where yound drivers gather. Two events took place, in Keith and Elgin and involved 75 young drivers and passengers.

Operation Taurus - Drink Drive - 20 Taurus events have taken place to date within communities across Moray. During 31 hours of road checks, 584 drivers were stopped and checked and 197 of those drivers were breathalysed. No positive breath tests recorded.

Report on the outcomes of Operation Taurus - regards the combating of drink/drug driving in Moray following the Winter Safety Campaign

There were 23 Operation Taurus Initiatives in Q3, 20 of those took place during the month long Winter Safety Campaign. During 38 hours of road checks, 1432 drivers were stopped and 471 of those drivers were breath tested. During the Winter Campaign 6 drivers were reported for drink driving in Moray. This is up 2 on last year. During the whole of Q3, 25 drink drivers were reported in Moray, down 8 on last year.
