The trend is worsening. 
Explanatory note: The objective of the Scottish Government is that for everyone who is unitentionally homeless will be assessed as being in
priority need whatever their circumstances or past history. This is to be balanced against applicants who are not unintentionally
homeless and simply want better accommodation. Measures are now being taken to address this problem and the aim is that by
2012 there will be no need to prioritise applicants as all applications will be treated in the same way.
